CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute an agreement, substantially in the form attached as Exhibit 1, with the Minnesota Land Trust for professional services related to the identification and assessment of properties for potential inclusion in the St. Louis River Natural Area and development of a St. Louis River Natural Area nomination package and management plan for the period October 1, 2017 through March 30, 2019, in an amount not to exceed $180,000. Funds shall be paid from Fund No. 205-130-1220-CM205-SLRNA-PHASE1 (Parks Fund, Community Resources, Parks Capital, Capital Maintenance Fund 205, St. Louis River Natural Area, Lake Superior Action and Management Plan).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with the Minnesota Land Trust for professional services related to the identification and assessment of properties for potential inclusion in the St. Louis River Natural Area and development of a St. Louis River Natural Area nomination package and management plan for the period October 1, 2017 through March 30, 2019, in an amount not to exceed $180,000.

The City received a grant from the United States Environmental Protection Agency ("USEPA") in the amount of $220,000 to undertake the planning process for the St. Louis River Natural Area, which includes funding to complete the scope of work under this agreement, along with other associated tasks. The USEPA grant identifies that $180,000 of the grant funds shall be paid to Minnesota Land Trust, as subawardee, for providing the services described in the agreement attached as Exhibit 1.
