RESOLUTION ADOPTING THE 2018 FEE SCHEDULE FOR LICENSE, PERMIT, FINE, PENALTY AND OTHER CHARGES.

CITY PROPOSAL:

 

                     RESOLVED, pursuant to sections 31-6(a) and 31-8 of the Duluth City Code, 1959, as amended, and the authority otherwise granted in said Code and the Duluth City Charter, the charges for those permits, licenses, fines, penalties and other charges listed in Exhibit A are hereby established as those set forth in said exhibit, effective as of January 1, 2018.

 

                     RESOLVED FURTHER, that any fees established by any prior resolution inconsistent or conflicting with those set forth in said fee schedule are hereby superseded as of January 1, 2018, and of no future effect.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution adopts license, permit, fine, penalty and other fee charges for the year 2018. Per ordinance 06-059-O, fee increases are tied to the annual increase in Implicit Price Deflator (IPD) for government purchases.  For 2018, fees are recommended to increase by the IPD increase of 2.77 percent. 

 

For 2018, of the 709 listed fees, 449 will go unchanged and 158 will increase by the IPD. Of the remaining 102 listed fees, 66 will increase more than IPD due to increases approved by the Duluth Public Utilities Commission, increases to Wade Stadium fees to match business goals, increases in Bayfront fees to match business goals, and increases to recover the city’s administrative and enforcement costs.   Nine fees will decrease mostly due to rounding and 24 fees are restructured including wedding permit fees in the Parks department, grading permit fees in Construction Services, tent fees in the Fire department, and street sweeping fees in Street Maintenance. Three new fees include a vacant building investigation and inspection fee in the Fire department, a fence permit application fee in Construction Services, and a meter data monthly charge in Public Works and Utilities.  More detailed fee information is available in Exhibit B.
