RESOLVED, that the proper city officials are hereby authorized to contract with GF Urecon Limited for the purchase of pre-insulated pipe, fittings, valves and accessories in the amount of $498,979.53, payable from 540-0920-1499-5530 (steam, steam department, steam non-operating, improvements other than buildings).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the purchase of pre-insulated pipe, fittings, valves and accessories for phases 1 and 2 of the Superior Street reconstruction project to connect Superior Street to the Duluth Energy Systems Plant.
The hot water piping material has a typical lead time of 12-14 weeks and is necessary to procure ahead of the construction project to ensure the materials are on site and ready for installation once the construction project commences. In addition, cost savings are anticipated with bidding both phase 1 and phase 2 materials together, and by purchasing the material direct to utilize the city’s tax exempt status.
Purchasing issued an invitation to bid on November 17, 2017, and received two bids as listed below. GF Urecon Limited submitted the lowest responsive bid.
