RESOLUTION OF INTENT FOR THE 2018 STREET PRESERVATION PROJECT AND TO ASSESS A PORTION OF THE COSTS THEREOF.

CITY PROPOSAL:

RESOLVED, that pursuant to Section 61 of the City Charter, the city council hereby expresses its intent to cause the following portions of the streets named below to be improved as part of the city’s 2018 street preservation project, and hereby requests that the mayor prepare or cause to have prepared plans, specifications and estimates therefor, and file such plans with the special assessment board, together with a recommendation as to what portion of the costs should be paid by special assessment and what portion of the costs should be a general obligation of the city, the number of installments in which assessments may be paid, and the lands which should be included in the special assessment:

 

                     Clover Street from Eighth Street to Woodland Avenue

                     Eighth Street from Wallace Avenue to Clover Street

                     Highland Street from Central Avenue to 57th Avenue West

                     West Anoka Street from Maxwell Avenue to Woodland Avenue

                     Maxwell Avenue from West Anoka Street to West Redwing Street

                     Bristol Street from Central Avenue to 1,000 feet east

                     Ninth Street/Eighth Street from Sixth Avenue East to Woodland Avenue

 

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution begins the formal process of making assessable improvements to the 2018 street preservation project.

 

As provided for in Section 61 of the City Charter, the process can be commenced either by petition or by action of the city council itself.  The latter route is being used in this case as the streets in question are in poor condition and have important functions to both the neighborhoods they serve and also to the city as a whole.

 

As is normal, this resolution of intent is the first step in the process.  Once approved it will trigger preparation of plans and specifications for the work and estimates of the costs and the assessments involved.   Notices will be sent to the affected property owners, and they will be given the opportunity to be heard before the special assessment board.  After the board makes its recommendation the matter will return to the city council for consideration of an ordering-in resolution.
