RESOLUTION AUTHORIZING APPLICATION TO THE GREATER MINNESOTA REGIONAL PARKS AND TRAILS COMMISSION TO REQUEST REGIONAL DESIGNATION FOR SPIRIT MOUNTAIN RECREATION AREA.

CITY PROPOSAL:
RESOLVED, that the city of Duluth has the legal authority to act as a public sponsor for the application described in the request for designation as a special recreational feature regional park in greater Minnesota for Spirit Mountain Recreation Area.
FURTHER RESOLVED, that the city of Duluth is aware of the information provided in the application, attached hereto as exhibit A.
FURTHER RESOLVED, that if the city of Duluth is awarded regional designation for Spirit Mountain Recreation Area as a special recreational feature regional park in greater Minnesota by the commission, the city of Duluth has the legal authority to enter into a formal designation and funding agreement with the Commission for the referenced park.
FURTHER RESOLVED, that the city of Duluth certifies it will comply with all applicable laws and regulations association with the regional designation and any future grant funding for its respective portions of any project.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes application to the Greater Minnesota Regional Parks and Trails Commission to request regional designation for Spirit Mountain Recreation Area. Regional designation would make this project eligible for funding from the Legacy Amendment Parks and Trails grant program. The State of Minnesota has established a three-stage application process for Legacy Amendment Parks and Trails grants. The process requires council authorization at each stage, with this resolution authorizing stage one of the application, which the state will use to determine whether Spirit Mountain is a sufficiently significant park in our region to warrant closer examination.
