Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes the purchase of a 2017 Mack cab and chassis outfitted with a Vactor VA 2100 Plus combination machine for public works and utilities, utility operations division.  The unit was built in 2017 and used as a demonstration model for approximately four months, so a demonstration discount is included in the purchase price.

The division will relinquish the following pieces of equipment for this vactor:

1)                     Unit 2701, a 2008 Sterling rod truck used for sewer cleaning which was purchased for $88,683 in 2008 and has maintenance costs of $32,511.38 (approximately 37% of the purchase price).  Given the technological advancements, the new vactor is more versatile than the rod truck and will provide the department more flexibility in responding to incidents for all utilities.

2)                     Unit 2792, a cube truck used for flow monitoring which was purchased for $56,597 in 2007 and has repair and maintenance costs of $21,821.08 (approximately 39% of the purchase price).  This unit has not been an integral part of the division’s work process since 2016; therefore, relinquishing this equipment will help the department by lowering liability.

3)                     Unit 1751, a service truck which was purchased in 2009 for $84,663 and has repair and maintenance costs of $45,371.54 (approximately 54% of the purchase price).    Relinquishing this unit will reduce the rolling stock and associated liability.

The cab and chassis will be purchased under Minnesota state contract 124649, release T-647(5) and the unit will be outfitted with the vactor combination machine purchased under Minnesota state contract 120853, release W-196(5).

This purchase will be within the division’s budgeted capital purchases for 2018.
