CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute a two-year, five-month license agreement, substantially the same as the agreement attached as Exhibit 1, with the state of Minnesota, department of administration, acting for the benefit of the department of agriculture, for the non-exclusive use of one desk space at City Hall.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a two-year, five-month license agreement with the state of Minnesota, department of administration, acting for the benefit of the department of agriculture ("State"), for the non-exclusive use of one desk space at City Hall. The State shall have non-exclusive use of one desk within the Parks and Recreation office space to host its Noxious Weed Specialist position ("Specialist").

The State received funding from the Environment and Natural Resources Trust Fund for two projects: (1) elimination of target invasive plants species and (2) tactical invasive plant management development (the two projects are collectively referred to as the "Services"). The State will implement the Services through the Specialist. The Specialist will implement surveys, assess infestations, and coordinate control of prohibited noxious weeds on the eradicate list, which includes early detection and rapid response, as well as facilitate weed related data and other information sharing.

While the Services will serve all of northern Minnesota, one of the goals of the Services is to develop priorities for invasive plant populations that impact the City of Duluth, such as buckthorn, garlic mustard, knotweeds, Canada thistle, leafy spurge, purple loosestrife, tansy, and wild parsnip.
