CITY PROPOSAL:

            RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with Alliant Engineering for professional engineering services to include an ICE study for the intersection of Glenwood Street and Jean Duluth Road/Snively Road and a traffic safety study of Glenwood Street for an amount not to exceed $40,345 payable from 550-120-5319 (street lighting fund, Public Administration, other professional services). The county will reimburse the city half of the actual project cost for the ICE study (estimated amount $9,976) payable to the same fund.

 

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution will authorize the award of a contract to Alliant Engineering for professional engineering services for an amount not to exceed $40,345 for the ICE study of Glenwood Street and Jean Duluth/Snively Road and the traffic safety study of Glenwood Street.

 

This project will assist the city in addressing the traffic delay and safety concerns regarding the intersection of Glenwood Street and Jean Duluth/Snively and Glenwood Street between said intersection and 43rd Avenue East.

 

Purchasing issued a request for proposals on November 29, 2017, and received two proposals as listed below.  Representatives from the City of Duluth and St. Louis County evaluated the proposals based on content, professionalism, completeness, previous experience, and total project cost. Alliant Engineering’s proposal presented the best value with a very detailed approach to the project, relevant project experience, and a lower hourly rate.
