CITY PROPOSAL:

BY COUNCILOR HOBBS AND COUNCILOR VAN NETT:

WHEREAS, the Duluth parking commission (“DPC”) provides oversight and guidance for the city’s parking operations; and

WHEREAS, the DPC investigates and studies parking issues in order to make recommendations as to location of city parking meters, cost of parking and other parking matters; and

WHEREAS, the Lincoln Park business district (“district”) is undergoing a dynamic transformation with the influx of artisan businesses and restaurants; and

                     WHEREAS, the issue of metered parking versus free parking has been a lingering issue in the district and the city council wants to make sure the city’s parking policy is in step with the district’s growth and transformation.

                     THEREFORE, BE IT RESOLVED, that the city council requests that the DPC investigate the district’s parking options, including two-hours free parking, and provide the council with recommendations as to the ideal parking policy by May 2018.

FURTHER RESOLVED, that the council requests that the DPC consider including a survey of the district’s residents, business owners, and customers as part of the investigation of the district’s parking policy.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to request that the Duluth parking commission review the parking policy in the Lincoln Park business district and survey the district’s residents, business owners, and customers as to parking policy. The council also requests that the parking commission provide recommendations by May 2018 as to parking policy and the desirability of instituting a two-hour free parking policy in the district.
