The city of Duluth does ordain:
Section 1. That ordinance 17-062-O passed and approved December 12, 2017, is hereby amended by appropriating an additional $40,000 from the city’s reserve fund as follows:

Section 2. That this ordinance shall take effect immediately upon its passage.
Statement of Purpose
STATEMENT OF PURPOSE: This ordinance transfers $40,000 out of the city’s reserve fund into the city’s general fund to finance the Tenant Landlord Connection program (“TLC Program”), a joint endeavor between One Roof Housing, the housing and redevelopment authority, the county and the city to improve tenant-landlord relations and decrease the amount of housing evictions in our community. The city’s 2018 budget does not include an appropriation to the TLC Program.
