CITY PROPOSAL:

                     RESOLVED, that the Community Planning Division is hereby authorized to establish the Pilot Program for Historic Home Renovation to encourage rehabilitation of potentially eligible historic housing stock. The program will allow for building permit fee reductions of up to $500 per eligible property, eligibility to be established by the Director of Planning and Construction Services using existing historic surveys and other documentation, up to a maximum of $10,000 for the entire program for the 2018 calendar year.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to establish a pilot program to reduce building permit fees to serve as an incentive to encourage rehabilitation of older housing stock. The city plans to leverage the $10,000 program cost by applying for Minnesota Historical Society grants, including Certified Local Government (CLG) and Minnesota Historical and Cultural Heritage (“Legacy”) grants. These grants would be used to create preservation plans for properties and potentially as a source of capital funds to property owners for the proposed projects. It’s estimated that 10-50 properties could take advantage of the pilot program. The Heritage Preservation Commission (HPC) will help to identify and evaluate properties, and program benefits will be marketed to further promote historic preservation within the city. Investments in older housing stock are an identified priority to meet housing needs. Outcomes of the pilot program will be evaluated to determine future support for continuation or modification of this program.
