RESOLUTION AUTHORIZING APPLICATION TO AND, IF AWARDED, ACCEPTANCE OF A MINNESOTA DEPARTMENT OF NATURAL RESOURCES FEDERAL RECREATIONAL TRAIL PROGRAM GRANT OF UP TO $150,000 FOR WAYFINDING ON THE CROSS CITY TRAIL.

CITY PROPOSAL:

 

WHEREAS, the 10.3-mile Cross City Trail, once fully constructed, will provide a multi-purpose, non-motorized, wheelchair-accessible, paved trail system that connects the Lakewalk and Canal Park in downtown Duluth to the Munger Trail, the Western Waterfront Trail, the Lake Superior Zoo, and Spirit Mountain Recreation Area in western Duluth, and

 

WHEREAS, to date the city has completed six miles of the trail pavement with construction of an additional river route section to begin in 2019, and

 

WHEREAS, the city of Duluth will provide a 1:1 match from fund 452-030-5330-5530-HANDHTAX-1520 (Tourism & Recreational Projects, Finance, Improvements Other than Buildings, Half & Half Tax Projects, Wayfinding-Parks and Trails Infrastructure).

 

NOW, THEREFORE BE IT RESOLVED, that if the city of Duluth supports the grant application made to the Minnesota Department of Natural Resources for a Federal Recreational Trail Program grant of up to $150,000 to implement wayfinding along the completed and proposed river route of the Cross City Trail.

 

FURTHER RESOLVED, that if the city of Duluth is awarded a grant by the Minnesota Department of Natural Resources, the city of Duluth agrees to accept the grant award, and may enter into an agreement, substantially similar to that attached hereto as exhibit A, for the above referenced project.

 

FURTHER RESOLVED, the city of Duluth will comply with all applicable laws, environmental requirements and regulations as stated in the grant agreement.

 

FURTHER RESOLVED, the city council of the city of Duluth names the fiscal agent for the city of Duluth for this project as:

FURTHER RESOLVED, that the city of Duluth hereby assures wayfinding improvements will be maintained for a period of no less than 20 years as required by the Federal Recreational Trail Grant Program.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes application for a Minnesota Department of Natural Resources Federal Recreational Trail Program grant for up to $150,000 for wayfinding on the Cross City Trail from its eastern terminus at Bayfront to Irving Park.

 

The Cross City Trail is heavily used by commuters and recreationalists, and wayfinding improvements will improve overall trail safety and enjoyment. The trail provides safe access to natural areas in western Duluth and presents exceptional views of the St. Louis River Corridor and estuary.
