RESOLUTION AUTHORIZING APPLICATION TO AND, IF AWARDED, ACCEPTANCE OF A MINNESOTA DEPARTMENT OF NATURAL RESOURCES FEDERAL RECREATIONAL TRAIL PROGRAM GRANT OF UP TO $150,000 FOR CROSS COUNTRY SKI TRAIL CONSTRUCTION AT GRAND AVENUE NORDIC CENTER.

CITY PROPOSAL:
WHEREAS, the 5.4 kilometer Grand Avenue Nordic Center trails will, once fully developed, be the first cross-country ski trails in NE Minnesota with snowmaking and the first ski trails in Duluth that are conveniently accessible to St. Louis River Corridor neighborhoods and will connect those neighborhoods to an additional 20 kilometers of trail in the Spirit Mountain and Magney Snively system, and
WHEREAS, the city of Duluth recognizes the twenty-five percent match requirements for the Federal Recreational Trail Program, and shall provide this match by pursuing a Minnesota Department of Natural Resources Recreational Trail Program grant.
NOW, THEREFORE, BE IT RESOLVED, that the city of Duluth supports the grant application made to the Minnesota Department of Natural Resources for a Federal Recreation Trail Program grant of up to $150,000 to construct a 2.2 kilometer connector trail at Grand Avenue Nordic Center.
FURTHER RESOLVED, that if the city of Duluth is awarded a grant by the Minnesota Department of Natural Resources, the city of Duluth agrees to accept the grant award, and may enter into an agreement, substantially similar to that attached hereto as exhibit A, for the above referenced project.
FURTHER RESOLVED, the city of Duluth will comply will all applicable laws, environmental requirements and regulations as stated in the grant agreement.
FURTHER RESOLVED, the city council of the city of Duluth names the fiscal agent for this city of Duluth for this project as:

FURTHER RESOLVED, that the city of Duluth hereby assures trail improvements will be maintained for a period of no less than 20 years as required by the Federal Recreational Trail Grant Program.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes application for a Minnesota Department of Natural Resources Federal Recreational Trail Program grant for up to $150,000 for construction of a 2 kilometer connector trail as part of phase II of Grand Avenue Nordic Center construction.
The proposed Grand Avenue Nordic Center will provide a lighted, snowmaking-supported 3.3 kilometer cross-country ski trail loop accessible from the Spirit Mountain Grand Avenue Chalet as well as a 2 kilometer connector trail to 20 kilometers of existing trails at the top of the mountain. The Nordic Center will be a dependable regional and state-wide venue for recreational skiing, youth activities, and high school events.
Phase I focused on the 3.3 km trail system and snowmaking has been posted for bid for anticipated 2018 construction. Phase II will include lighting on the 3.3 km loops and construction of the 2 kilometer connector trail.
The city intends to meet the minimum $37,500 match requirement via a separate application for state grant funding to be submitted in March.
