CITY PROPOSAL:

RESOLVED, that city council hereby approves the Lower Chester Park Mini-Master Plan, a copy of which is attached hereto as exhibit A, and authorizes implementation of the plan as funding becomes available.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution approves the Lower Chester Park Mini-Master Plan and implementation thereof as funding becomes available. The purpose of the plan is to accommodate and support current and desired uses of the park as much as space constraints permit. 

 

The plan includes improved drainage and turf, relocation of the seasonal hockey rink, a new playground, ADA sidewalks, trail access to Chester Park, and limited parking improvements. Relocation of the seasonal rink to the park periphery will create more usable park space year-round.

 

Phase I co-funded by the City, hockey, and the neighborhood group includes relocation of the rink, improvement of drainage, and construction of the playground. Subsequent phases include improve parking, ADA sidewalks, and trail access to Chester Park.

 

The planning process included 19 stakeholder meetings, 7 public meetings, online engagement, a two-week public comment period, and two online surveys. The Parks and Recreation Commission approved that plan 7/2 at their February 14, 2018 meeting.
