CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with KTM Paving, Inc. for Irving Park Improvements Phase I for a total amount not to exceed $174,359.68, payable from fund 452-030-5530-HANDHTAX-1527-07 (tourism & recreational projects; finance; improvements other than buildings; half & half tax projects, neighborhood parks, Irving Park).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with KTM Paving, Inc. for the Irving Park Improvements Phase I for an amount not to exceed $174,359.68.
The Irving Park Improvements Phase I project is part of the larger St. Louis River Corridor Initiative and is based on the recommendations made in the City Council-approved Irving Park Mini Master Plan, passed in October 2015. The scope of the project includes removal of aged infrastructure in the park, installation of new accessible walkways through the park, new stairs to the parking lot, site preparation for the installation of a new playground, relocation of the basketball court, site lighting, and plaza gathering space adjacent to the garage/concession.
The St. Louis River Corridor Neighborhood Parks funds are activated by a required $10,000 match from community partners through cash donations, grant funds, in-kind volunteer hours and in-kind materials. The Irving Park match was met and exceeded by the Irving Community Club’s donation of $30,000 towards the project.
Purchasing issued an Invitation to Bid on January 9, 2018, and received four bids from contractors listed below. KTM Paving, Inc. submitted the lowest responsive bid.
