RESOLUTION AUTHORIZING APPLICATION TO AND, IF AWARDED, ACCEPTANCE OF A MINNESOTA DEPARTMENT OF NATURAL RESOURCES REGIONAL TRAIL PROGRAM GRANT OF UP TO $250,000 FOR RESTORATION OF SARGENT CREEK BRIDGE ON THE DULUTH WINNIPEG PACIFIC TRAIL SYSTEM.

CITY PROPOSAL:

WHEREAS, the Sargent Creek Bridge is the second and final major bridge restoration necessary to realize the Duluth Winnipeg Pacific multi-use trail span from Spirit Mountain to Becks Road, which will connect trails within Duluth to important trails outside of Duluth and beyond, and

 

WHEREAS, the city of Duluth recognizes it has secured $200,000 in matching funds from fund 452-030-HANDHTAX-1528-02 (Tourism and Recreational Projects, Half and Half Tax Projects, DWP Trails, Sargent Creek).

 

NOW, THEREFORE BE IT RESOLVED, that the city of Duluth supports the grant application made to the Minnesota Department of Natural Resources for a Regional Trail Program grant of up to $250,000 to restore the Sargent Creek bridge on the Duluth Winnipeg Pacific trail system.

 

FURTHER RESOLVED, that if the city of Duluth is awarded a grant by the Minnesota Department of Natural Resources, the city of Duluth agrees to accept the grant award, and may enter into an agreement, substantially similar to that attached hereto as exhibit A, for the above referenced project.

 

FURTHER RESOLVED, that the city of Duluth will comply with all applicable laws, environmental requirements and regulations as stated in the grant agreement.

 

FURTHER RESOLVED, that the city council of the city of Duluth names the fiscal agent for the city of Duluth for this project as:

FURTHER RESOLVED, that the city of Duluth hereby assures the restored Sargent Creek bridge will be maintained for a period of no less than 20 years as required by the Regional Trail Grant Program.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes application for a Minnesota Department of Natural Resources Regional Trail Program grant for up to $250,000 for restoration of the Stewart Creek Bridge as part of the larger Duluth Winnipeg Pacific (“DWP”) multi-use trail system. The city intends to match the grant with $200,000 from fund 452-030-HANDHTAX-1528-02.

 

 

The Sargent Creek Bridge formerly carried the DWP Railroad and is approximately 136 feet in length. Conversion of the bridge for trail use will include replacement of deteriorated decking, restoration of abutments and installation of cable railings for fall protection. Once restored, the bridge will provide a critical link to the accessible Duluth Winnipeg Pacific (“DWP”) multi-use trail and allow trail users to travel from Spirit Mountain to Becks Road.

 

In the council approved 2017 St. Louis River Corridor Trails Plan, this section of the DWP rail bed is planned for use by bikers, walkers and equestrians. The trail will benefit a diverse user group and serve as a critical connection to the Superior Hiking Trail and Duluth Traverse multi-use bike trail.
