RESOLUTION ADOPTING AMENDED GUIDELINES FOR THE I&I PROGRAM.

CITY PROPOSAL:

                     WHEREAS, pursuant to Minnesota Statutes Section 471.342, the city is authorized to establish an inflow and infiltration (I&I) program to reduce inflow and infiltration of unpolluted waters into its sanitary sewer system; and

                     WHEREAS, pursuant to Subdivision 4 of said statute, the city is required to adopt program guidelines to establish program eligibility and program standards for compliance; and

                     WHEREAS, on October 13, 2008, the city council approved Resolution No. 08-0628 approving those revised I&I grant program (the 2008 guidelines); and

                     WHEREAS, it is necessary and appropriate to amend the 2008 guidelines to reflect adjustments in the program, the need for which have become apparent in implementing the 2008 guidelines and the implementation of point of sale inspections.

                     RESOLVED, that the 2008 I&I grant program guidelines are hereby rescinded and the amended I&I grant and loan program guidelines, eighth edition, dated April 9, 2018, attached hereto as Exhibit A, are hereby adopted pursuant to the requirements of Minnesota Statutes Section 471.342, subd. 4.

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution amends the I&I program guidelines adopted in 2008 to conform to the requirements of the newly-enacted I & I ordinance enacted by the Western Lake Superior Sanitary District and to reflect adjustments necessary in the implementation of the program.  The most significant modification was to reflect the fact that the city completed its initial review of all of its sewer basins and has dealt with a majority of the I & I problems resulting from improper connections of footing and foundation drain to the sanitary sewer system.  We are now focusing on those situations in all of our basins that were not successfully addressed in our first round of enforcement.
