RESOLUTION AMENDING GUIDELINES FOR THE PRIVATE SEWER SERVICE GRANT PROGRAM.

CITY PROPOSAL:
RESOLVED, that the Guidelines for the private sewer service grant program approved pursuant to Resolution12-0177 are hereby rescinded and the amended Guidelines for the private sewer service grant program dated April 9, 2018, attached hereto as Exhibit A, are hereby adopted pursuant to the requirements of Minnesota Statutes Section 471.342.
Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to approve amendments to the guidelines for the city’s private sanitary sewer service grant program to conform to the requirements of the newly-enacted I & I ordinance of the Western Lake Superior Sanitary District. In addition to technical changes to coordinate with the district’s ordinance, the changes include the addition of a requirement to inspect a minimum of 100 services annually, a topic previously addressed by the Consent Decree, an incentivized loan amount to encourage lining of defective sewers intersecting recently reconstructed streets as opposed to excavating in them and the reduction of the grant amount available to voluntary participants from $3,000 to $2,000.
