Title

RESOLUTION AUTHORIZING AN AGREEMENT WITH LHB FOR PROFESSIONAL ENGINEERING SERVICES TO PROVIDE DESIGN AND CONSTRUCTION ENGINEERING FOR THE WASECA INDUSTRIAL ROAD EXTENSION PROJECT IN THE AMOUNT OF $264,095.

Body

CITY PROPOSAL:

Resolved, that the proper city officials are hereby authorized to enter into an agreement with LHB for professional engineering services to provide design and construction engineering for the Waseca Industrial Road Extension project in the amount of $264,095, payable from Fund 411, Department 035 (Capital Projects Accounts), Object 5530 (Improvements Other Than Buildings), City Project 1108, Requisition No. 18-0297.

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution will authorize an agreement with LHB for professional engineering services to provide design and construction engineering for the Waseca Industrial Road Extension project, from approximately 60th Ave W to Raleigh Street. The Waseca Industrial Road Extension Project reflects a long- identified need for improved truck routing within a neighborhood that includes both industrial activity and residential/institutional properties. With anticipated industrial growth, truck traffic will increase. This project extends an existing mile long truck route an additional 2400 LF, and requires negotiation and permits with the BNSF Railroad. Engineering services will be funded primarily by MSA funds, with additional funding from the water and sanitary sewer funds for utility extensions and replacements.  The city applied for and was awarded a $1.1M Transportation Economic Development Infrastructure (TEDI) grant from MnDOT for construction of the extension, with matching funding provided by MSA and utility funding sources.  Formal proposals were solicited, and a total of six proposals were received, but the portions containing the cost proposals were only opened for the three top-scoring firms.
