RESOLUTION AUTHORIZING A TWENTY-ONE-MONTH LICENSE AGREEMENT WITH COMMUNITY ACTION DULUTH FOR THE MANAGEMENT OF NON-NATIVE PHRAGMITES AUSTRALIS IN CERTAIN PORTIONS OF THE ST. LOUIS RIVER ESTUARY.

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to execute a twenty-one-month license agreement, substantially the same as the agreement attached as Exhibit 1, with Community Action Duluth, for the mechanical and chemical management of non-native Phragmites australis in certain portions of the St. Louis River Estuary, at no cost to the city.

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes a twenty-one-month license agreement with Community Action Duluth (“CAD”), for the mechanical and chemical control and removal of non-native Phragmites australis at Munger Landing and along portions of the city-owned rail right-of-way south of Munger Landing. 

 

CAD will only perform the mechanical and chemical management of Phragmites australis after obtaining the applicable permits from the State of Minnesota, Department of Natural Resources.

 

Separate from the license agreement with the city, CAD also intends to perform invasive species management on privately-owned property in the area and is responsible to obtain permission from the respective owners prior to commencing any work.
