CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute an amendment, substantially in the form attached as Exhibit A, to agreement L30022 with TRC Environmental Corporation for additional professional engineering services for the Duluth Lakewalk and Shoreline restoration projects, for an increase of $498,388 and a new total not to exceed $542,766, payable from fund 225-125-1811-5310-STORM17 (Disaster Recovery Fund; Finance: Storm Surge; Contract Services; Storm Surge October 27,2017).


Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an amendment to the agreement with TRC for additional engineering services including final design, biddable construction documents and bid support and construction administration as needed for the Lakewalk and Shoreline restoration projects.

The additional services will restore and stabilize surfaces and infrastructure that was damaged on October 26th and 27th 2017 during a powerful storm. TRC is an experienced firm in coastal/shoreline engineering and previously conducted a detailed damage assessment study including recommendations for key reconstruction areas, see Exhibit B.

The Lakewalk and Shoreline are of critical importance to the City of Duluth. Immediate restoration of these areas will allow for safe public access and long-term protection of the City's shoreline infrastructure. TRC has developed a robust design for the Lake Superior Coastal conditions including practical construction phasing and methods, incorporating locally available materials and including key local team members for the construction administration services.
