CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to accept an amended grant from the state of Minnesota, commissioner of natural resources, in the amount of $400,000.

 

Statement of Purpose

STATEMENT OF PURPOSE

City Council recently approved Resolution 18-0126 authorizing acceptance of a $300,250 grant from the state of Minnesota commissioner of natural resources to purchase 16 acres of property adjacent to Hartley Park for restoration and permanent protection. This resolution authorizes the proper city officials to accept a grant amendment increasing the amount of the grant award to $400,000 and increasing the acreage to be purchased from 16 to 23 acres. Community Action Duluth Stream Corps has agreed to restore the property to native species following the acquisition. The city is not required to contribute a cash match. Acquisition and restoration of the 23-acre property will protect a cold water trout stream, preserve recreational connectivity to the park from the Pleasantville neighborhood, and preserve a buffer between future development and Hartley Nature Center’s primary programming area. After the grant agreement is executed, staff will bring additional measures to Council to approve the purchase agreement, authorize a notice of funding restrictions, and designate the newly acquired property as a part of Hartley Park.
