CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized execute an agreement, substantially in the form attached as Exhibit A, with the Regents of the University of Minnesota for professional and technical services needed in conjunction with the city's stream monitoring program for an amount not to exceed $64,810.69, to be paid from Fund 535-500-1915-5441 (Stormwater, Public Works & Utilities, Utility General Expense).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a thirty-one month agreement between the city of Duluth and the Regents of the University of Minnesota for professional and technical services in support of the Duluth Streams Project. The Project originated in 2001 as a partnership between the city and the University of Minnesota's Natural Resources Research Institute (NRRI), MN Sea Grant, Minnesota Pollution Control Agency (MPCA-Duluth), Western Lake Superior Sanitary District (WLSSD), and the Lake Superior Zoo. The services provided will assist the city in meeting the Stormwater MS4 General Permit requirements for Minimum Control Measures 1 and 2 as described in MPCA's Minnesota Stormwater Manual (https://www.pca.state.mn.us/water/minnesotas-stormwater-manual).
The city holds an MS4 permit because it owns and operates a storm sewer that discharges into waters of the state of Minnesota. The permit is administered through the MPCA as part of the larger national pollutant discharge elimination system (NPDES) program mandated by the Environmental Protection Agency (EPA).
