CITY PROPOSAL:

                     RESOLVED, that the proper city officials are authorized to execute and amendment with TKDA for additional engineering and design services as identified in exhibit A for DWP Trail Infrastructure Rehabilitation, for an increase of $15,407 and a new total amount not to exceed $43,207, payable from fund 452-030-5530-HANDHTAX-1528-03 (Tourism & Recreation, Improvements Other Than Buildings, Half & Half Projects, DWP Trails-Infrastructure).

 

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an amendment to agreement L30020 with TKDA for additional engineering and design services needed for the DWP Trail Infrastructure Rehabilitation. Additional services include design of two recently-discovered large concrete culverts in poor condition, additional construction observation for the current phase, and construction observation of additional improvements.

 

The DWP Trail Infrastructure Project is part of the larger project to repurpose the abandoned DWP rail bed as a multi-use, accessible trail for bikes, pedestrians, and equestrians and provide important east-west trail connections for the Superior Hiking Trail and Duluth Traverse. Dirt Inc. submitted the lowest responsive bid in early March 2018 for restoration of washouts, replacement and repair of stormwater structures, removal of rock debris, brush clearing and minor grading. This construction contract was considerably lower than anticipated, allowing for additional culvert repairs. The remaining culvert work will be completed in 2018 and will reestablish a stable platform for the trail. A separate project in the future will add in trail surfacing, landscaping, and signage following another phase of public input.
