AN ORDINANCE REPEALING SECTION 34-31, CHAPTER 34, OF THE DULUTH CITY CODE RELATING TO BEGGING.

BY COUNCILORS RUSS AND SIPRESS:

The city of Duluth does ordain:

                     Section 1.                     That Section 34-31, Chapter 34, of the Duluth City Code relating to begging is hereby repealed in its entirety.

                     Section 2.                     That this ordinance shall take effect and be in force 30 days after its passage and publication.

                     

Statement of Purpose

STATEMENT OF PURPOSE:  This ordinance repeals the city’s prohibition against begging and is part of a legislative package aimed at addressing concerns brought forward by advocates for people experiencing homelessness concerning the criminalization and lack of resources available to those experiencing homelessness.
