CITY PROPOSAL:

                     RESOLVED, that the proper city officials are authorized to execute an amendment with Dirt, Inc. for additional infrastructure rehabilitation as identified in exhibit A for the DWP Trail, for an increase of $143,337.25 and a new total amount not to exceed $273,739.75, payable from fund 452-030-5530-HANDHTAX-1528-03 (Tourism & Recreation, Improvements Other Than Buildings, Half & Half Projects, DWP Trails-Infrastructure).

 

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an increase of $143,337.25 with Dirt, Inc. for additional DWP trail infrastructure rehabilitation work for a new total not to exceed $273,739.25. Dirt Inc.’s bid for this grant-supported project came in substantially below budget, enabling an increase in the scope of work. Additional services will repair damage to four additional culverts that were recently found to be in poor condition. Repair of the additional culverts is necessary to complete a multi-phase project to repurpose the abandoned DWP rail bed as a multi-use, accessible trail for bikes, pedestrians, and equestrians and provide important east-west trail connections for the Superior Hiking Trail and Duluth Traverse. The purpose of the present phase is to restore a flat, stable trail platform through the length of the DWP. Future phases of work will repurpose the Sargent Creek bridge and add accessible trail surfacing, landscaping, and signage.
