CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with A Plus Landscaping for Riverside Park site improvements for a total amount not to exceed $105,000, payable from fund 452-030-5530-1527-13 (Tourism & Recreational Projects; Finance; Improvements other Than Buildings; Half & Half Tax Projects, Neighborhood Parks - Riverside).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with A Plus Landscaping for Riverside Park site improvements in an amount not to exceed $105,000. The project includes replacement of the existing playground, tree planting, accessible ramps, a half-court basketball court, a porta-potty slab with screen, and new fencing for the community garden. The project also includes demolition of a badly deteriorated community center that has been mothballed for a number of years.

All pending park improvements, including demolition of the community center, were selected and designed based on a 2016 Council-approved mini-master plan and subsequent consultation with the Riverside Community Club. Demolition of the community center is also called for by the current Council-approved Parks and Recreation Master Plan which recommends elimination of underutilized and deteriorated community centers, specifically including the one in Riverside, in part to allow increased use and improved maintenance of remaining community centers.

The project is part of the St. Louis River Corridor Initiative which provides half-and-half tax funds for restoration of small St. Louis River Corridor parks. Half and half tax funds are activated by a required $10,000 match from community partners through community contributions of cash, materials, and volunteer labor.
