CITY PROPOSAL:
That the proper city officials are authorized to execute an agreement with Dirt Inc. for the construction of the Chambers Grove interpretative trail for an amount not to exceed $149,500, payable from fund 452-030-5530-HANDHTAX-1530 (Tourism and Recreational Projects, Finance, Improvements Other Than Buildings, Half and Half Tax Projects, Chambers Grove Trail).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with Dirt, Inc. for the construction of the Chambers Grove interpretative trail for an amount not to exceed $149,500. Project costs will be split 50/50 between the federal Coastal Program and City of Duluth half and half funds. The project will complete the $2.1 million restoration of Chambers Grove Park paid for by $1.9 million of grant funds and approximately $150,000 of City funds.

This purpose of this project is to foster the understanding and appreciation of the natural and cultural heritage of Chambers Grove. Interpretive signage developed in consultation with Duluth historian, Tony Dierckins, and the Fond du Lac Band Tribal Historic Preservation Office will interpret the historic Lake Superior and Mississippi Railroad, the abandoned bed for which runs through the site, the vestiges of a 19th century brownstone quarry that was the source of stone for a number of historically significant Duluth buildings, ecological restoration of the Chambers Grove riverfront, and the rich heritage of indigenous people at Chambers Grove and in the larger Fond du Lac neighborhood area.


Purchasing issued an Advertisement for Bids on June 5, 2018 and received two bids. By using deducts and unit pricing established in the bid, the lowest responsive bid was value engineered to $149,500.
