RESOLUTION AUTHORIZING THE APPLICATION FOR A $300,000 NATIONAL RECREATION AND PARKS ASSOCIATION GRANT FOR LINCOLN PARK GREEN STORM WATER INFRASTRUCTURE.

CITY PROPOSAL:

 

WHEREAS, the council has approved the Lincoln Park Mini Master Plan; and

 

WHEREAS, the city of Duluth is aware of the information provided in the funding request; and

 

NOW, THEREFORE, BE IT RESOLVED that the city of Duluth shall act as a legal sponsor for the project contained in the National Recreation and Parks Association’s Grant Application, and the proper city officials are authorized to apply to the National Recreation and Parks Association for funding of this project on behalf of the applicant.

 

WHEREAS, that the city of Duluth has not incurred any development costs and owns in fee simple the property described in the funding request and therefore, also in the association’s grant application; and

 

WHEREAS, that the city of Duluth has fee title over the land described in the funding request and in the association’s grant application.

 

NOW, THEREFORE, BE IT RESOLVED, that the proper city officials are authorized to apply to the National Recreation and Parks Association for a $300,000 Grant for funding Lincoln Park Mini Master Plan implementation.

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes city officials to allow for the application of the $300,000 grant from the National Recreation and Parks Association to implement green storm water infrastructure at Lincoln Park. Storm water structures may include a pervious asphalt basketball court, canopy trees over parking lots, and rain gardens and bioswales that will slow and cool the water entering Miller Creek. The acceptance would combine with previously secured funding of 1.5 million dollars towards the project.
