CITY PROPOSAL:

RESOLVED, that plans for project S.A.P. 069-609-042 and 069-609-043 showing proposed alignments, profiles, grades and cross sections for the construction of County State Aid Highway 9 (Woodland Avenue, Calvary Road and Arnold Road) within the limits of the city of Duluth as a state aid project have been prepared and presented to the city, and that said plans be in all things approved.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution will authorize a county project within the city limits to make road and utility improvements on Woodland Avenue from Anoka Street to Calvary Road, on Calvary Road from Woodland Avenue to Arnold Road, and on Arnold Road from Calvary Road to Martin Road. The county has held public meetings for this project, which is scheduled for construction in 2019.  This project includes a full reconstruction of Woodland Avenue, including replacement of existing sidewalk, installation of boulevard trees, six foot on-road bike lanes, and two travel lanes with a center left turn lane. Calvary Road and Arnold Road are full curb and gutter and pavement replacement projects with the additional construction of a sidewalk on the north side of Calvary Road from Woodland Avenue to Arnold Road.  The city has water mains in Woodland Avenue and Calvary Road that will be replaced in conjunction with this project.  A cooperative agreement will be submitted to the council prior to advertisement of bids.  The agreement will outline the conditions of payment to the county for the city’s share of the utility improvements.  This resolution is a requirement for state aid approval of the county’s plans.
