Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes acceptance of a CD3 waterless cleaning system from Wildlife Forever to install at Munger Landing to reduce the spread of aquatic species from watercrafts and trailers.

CD3 cleaning systems are user operated and allow boaters to clean their watercraft and trailers of debris and weeds using a wet/dry vacuum, blower and easy to use tethered cleaning tools. The station will be installed on a concrete pad and run from a solar battery system. The City of Duluth Park Maintenance division will add vacuum tank service to their existing porta john cleaning provider for pump out. The city is under no obligation to repair or replace the unit in the event it is damaged or vandalized. Parks and Recreation intends to apply for AIS grant monies from St. Louis County to assist with ongoing maintenance and public education outreach costs.
