ADDITIONAL $190,000 TO THE MINNESOTA DEPARTMENT OF TRANSPORTATION
FOR COOPERATIVE CONSTRUCTION AGREEMENT NO. 1029895 FOR PAYMENT
OF THE CITY’S SHARE OF CONSTRUCTION COSTS RELATING TO TH 194
(MESABA AVENUE) UNDER STATE PROJECTS 6933-95 AND 6933-97, CITY
PROJECT NO. 1520.

CITY PROPOSAL:
RESOLVED, that the Minnesota Department of Transportation (MNDOT) is improving
TH 194 (Mesaba Ave), and as part of that project, is making improvements to city
utilities. MNDOT estimated the city’s participation at $100,396.80. The project was bid
at a higher amount than estimated, and further changes have resulted in increased
costs. This amendment increases the estimated city’s participation in the amount of
$190,000 to a new estimated total of $290,396.80.

Statement of Purpose
STATEMENT OF PURPOSE: MNDOT is improving TH 194 (Mesaba Avenue), to
include some city utility work within the corridor. The project costs have increased due
to higher bid prices than estimated, as well as additional work being added to the
contract.
As is the nature of rehabilitation projects, concrete and pavement removal limits
increased, resulting in the removal of 81 vehicle detection loops instead of the 4 that
were in the contract. A decision was made to switch to camera control, at a lower cost
than replacing all of the loops.
The emergency vehicle preemption system specification did not list the City of Duluth’s
GTT system, which then allowed for generics. In order for the new detection system to
work, a change was made to switch to what our Duluth’s system currently uses, at a
higher cost.
Painting of the five signal systems was included in this project, was budgeted in the
2018 Street Lighting Fund, but was left out of the MNDOT plans. This work is being
added to MNDOT’s contract with the contractor, at a negotiated price.
If these items had been included in the original plans and specifications, the city would
have been responsible for these costs. This amendment provides for the city to receive
the products and work we had originally intended.
