CITY PROPOSAL:

RESOLVED, that the proper city officials authorize a contract substantially in the form attached as Exhibit A with Wren Works, LLC for the temporary relocation of the William A. Irvin for a total amount not to exceed $656,968.00, payable from fund no. 450-030-5535-CP450-IRVIN (Capital Improvements; Finance; Non-capital Improvements; Other Fund Contributions, Capital Projects - Irvin Relocation during Slip renovation).

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes a contract with Wren Works, LLC for the temporary relocation of the William A. Irvin for an amount not to exceed $656,968.00.

 

The project consists of temporarily relocating the vessel SS William A. Irvin from its permanent location in Minnesota Slip (Duluth, MN) to Fraser Shipyards’ facility in Superior, WI, so that the MPCA can proceed with remediation of contaminated sediments within the Slip. Contractor will be responsible for moving the vessel to Fraser Shipyards during the fall of 2018 and back to Minnesota Slip in the spring of 2019. The Irvin is classified as a “dead ship” (i.e., it’s engines have been removed) and it will therefore need to be towed. The contractor will be required to install temporary structures to guide the vessel in and out of the slip as well as protect the existing structures.

 

Purchasing issued a best value procurement request for proposals on July 13, 2018, and received two proposals as listed below. Interviews were conducted with each bidder on July 25, 2018, and each was asked to provide their best and final offer. After thorough review by the evaluation team Wren Works, LLC received the highest weighted score.
