CITY PROPOSAL:

 

RESOLVED, the proper city officials are hereby authorized to submit an application to the National Fish Wildlife Foundation for lakewalk and shoreline storm damage repair funding.

 

FURTHER RESOLVED, the City of Duluth has the legal authority to apply for the money, and the financial, technical and managerial capacity to ensure proper construction, operation, and maintenance of the project.

 

FURTHER RESOLVED, the city of Duluth will provide a 2:1 match from state disaster relief funds.

 

FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Wayne Parson, City of Duluth Chief Financial Officer, 411 West First Street, Duluth, MN 55802.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an application to the National Fish and Wildlife Foundation for a National Coastal Resilience Fund Grant of $3,000,000 to repair storm damage to the Lakewalk and adjoining shoreline so as to make those assets and adjacent fish habitat more resistant to damage from future storms. The cost of the project is anticipated to be approximately $9 million. State disaster relief is expected to cover approximately $6 million of the cost. The City will be required to secure the remaining $3 million. The purpose of the potential grant from the National Fish and Wildlife Foundation is to fund the $3 million match so that the City does not have to expend that amount from its limited cash reserve.
