CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to submit an application to the Minnesota Department of Natural Resources for funding of a Hartley Natural Area management plan.

FURTHER RESOLVED, the city of Duluth has the legal authority to apply for the money, and the financial, technical and managerial capacity to ensure proper planning and maintenance of the project.

FURTHER RESOLVED, the city of Duluth will provide the required 20% match through parks reserve funding and private donations from Hartley Nature Center.

FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Wayne Parson, City of Duluth Chief Financial Officer, 411 West First Street, Duluth, MN 55802


Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes application to the Minnesota Department of Natural Resources for a National Oceanic and Atmospheric Administration Coastal Star Fund Grant of $10,000 to develop a natural resource restoration and management plan for Hartley Park as part of the process of nominating the park to the Duluth Natural Areas Program.

The project will support development of a plan to restore, manage and monitor natural resources in Hartley Park consistent with the purpose of the Duluth Natural Areas Program to permanently protect lands in the City of Duluth that have special environmental value. A management plan is required to add a property to the Duluth Natural Areas Program. A management plan will also help the City prioritize and secure state and federal funding for restoration activities in the park.
