CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into a joint powers agreement, substantially the same as the attached Exhibit A, with the state of Minnesota, department of public safety, bureau of criminal apprehension to work together to investigate and prosecute human trafficking and the sexual exploitation of children for a period of five years.
FURTHER RESOLVED, that the proper city officials are hereby authorized to accept reimbursement monies from the state of Minnesota for overtime expenses and investigative costs relating to the Duluth police department's participation on the task force, with reimbursement monies to be deposited in Fund # 215-200-2222-4220-02 (Duluth Police Grant Programs, Police, MN Human Trafficking Task Force, State of Minnesota Operating) and expenses to be taken from Fund # 215-200-2222-5331 (Duluth Police Grant Programs, Police, MN Human Trafficking Task Force, Travel/Training) and Fund # 215-200-2222-5700-10 (Duluth Police Grant Programs, Police, MN Human Trafficking Task Force, Interfund Transfers Out To General Fund).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the proper city officials to execute an agreement with the Minnesota Bureau of Criminal Apprehension (BCA) allowing the Duluth Police Department to work together with other law enforcement agencies to form the Minnesota Human Trafficking Investigators Task Force to investigate and prosecute human trafficking and sexual exploitation of children.
