CITY PROPOSAL:

 

RESOLVED, that the city council hereby amends the 2018 annual action plan adopted by resolution 18-0078R and 18-0495R to add the Garfield Square Site Work (Housing) Project by Center City Housing Corporation to the Community Development Block Grant Program;

FURTHER RESOLVED, that the proper city officials are hereby authorized to reprogram $50,000 from the 2014 and 2015 Community Development Block Grant Funds for the Garfield Square Site Work (Housing) Project, with changes to program year budgets as follows:

FURTHER RESOLVED, that the appropriate city officials are authorized to execute the appropriate agreements with these agencies consistent with the annual action plan and other HUD requirements.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The 2018 annual action plan created the Garfield Square Apartments project by Center City Housing, a Community Housing Development Organization (CHDO), to construct 50 new one-bedroom housing units. The project would create housing for high barrier single adults who experience chronic homelessness. The project was initially funded with $200,000 of HOME Investment Partnership funds from the US Department of Housing and Urban Development (HUD).

In 2018, as the project approached groundbreaking, issues with site related to existing infrastructure availability and presence of bedrock were identified that required additional infrastructure improvements beyond the original project scope. At that point it was determined that additional funding would be required to complete the site work in order for the project to proceed. The $50,000 in Community Development Block Grant (CDBG) funds will cover a portion of these costs.

The available CDBG funds are left over from completed projects that were finalized below the anticipated budget or amended because the projects changed, and as a result the funds and are no longer required for those projects.

The community development committee conducted a public hearing and recommended council approval of the amendment at its September 25, 2018 meeting. This substantial amendment to the annual action plan for the FY 2018 community development program has been completed in accordance with the Community Development Citizen Participation Plan, by holding a public hearing and a providing a 30-day public comment period. In addition to the public hearing held by the community development committee on the amendment, the public comment period was provided from September 12, 2018- October 12, 2018. Other than information provided by representatives of the Garfield Square project, no comments were received at the hearing or during the comment period.
