CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to execute an agreement with TKDA for engineering and design services as identified in Exhibit A for rehabilitation of sargent creek bridge, in an amount not to exceed $46,876, payable from fund 452-030-5530-HANDHTAX-1528-02 (Tourism & Recreation, Improvements Other Than Buildings, Half & Half Projects, Sargent Creek Bridge).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with TKDA for engineering services to rehabilitate and repurpose an inactive rail bridge across Sargent Creek as a bike/pedestrian bridge. Services include preliminary site observation and topographic survey, hydraulic study, design services through construction, and construction administration. The maximum $46,876 contract will be paid for with half and half tourism tax revenues which, under state law, may only be used for capital improvements to outdoor recreation and tourism facilities in western Duluth.

The city-owned, Duluth Winnipeg and Pacific (DWP) railroad corridor is currently used as an informal trail that runs continuously for about 10 miles from 63rd Street West to Becks Road, and eventually under I-35 in Procter. The DWP acts as a spine for planned western Duluth trail networks. In 2018, the City completed major infrastructure repairs along the DWP trail and restoration and stabilization of the Stewart Creek Bridge.

Restoration and stabilization of Sargent Creek Bridge will include abutment repairs, redecking, cable railing installation, and creek channel stabilization. The City was awarded a $150,000 MN DNR Local Trails Program grant in 2018 and must complete preliminary design documents prior to receiving an executed grant contract.
