CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement, substantially in the form attached as Exhibit A, for the purchase of a Multi-Jurisdictional Law Enforcement Records Management System from Tyler Technologies, Inc., including equipment, software, implementation services, training, maintenance and support for a four-year period for an amount not to exceed $1,144,871, payable from the following funds:

$706,665.00 215-200-2260-5580 (Duluth Police Grant Programs Fund; Police; Police Forfeitures-Federal; Capital Equipment)
$ 64,834.35 215-200-2216-5580 (Duluth Police Grant Programs Fund; Police; 2016 SAKI Project; Capital Equipment)

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the purchase of a Multi-Jurisdictional Law Enforcement Records Management System from Tyler Technologies, Inc., including equipment, software, implementation services, training, maintenance and support for a four-year period for an amount not to exceed $1,144,871.

The new comprehensive system will include many modules to enhance police operations. (Field Based Reporting, Property and Evidence, Citations, Animal Control, Citizen Reporting, Alarm Tracking, etc.) The system will enable officers and staff to more easily access information in the field. The ability to have this access to critical information will result in operational efficiencies as well as increased officer safety.
