CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to submit an application to the Minnesota Department of Natural Resources for a State Park Road Account Program grant of $1,569,500 for reconstruction of the Brighton Beach road providing access to Lake Superior.

FURTHER RESOLVED, the city of Duluth has the legal authority to apply for the money, and the financial, technical and managerial capacity to ensure proper planning and maintenance of the project.

FURTHER RESOLVED, the city of Duluth will provide match dollars through a secured Transportation Alternatives Grant, cash match, and in-kind city engineering staff time.

FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Wayne Parson, City of Duluth Chief Financial Officer, 411 West First Street, Duluth, MN 55802.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes application to the Minnesota Department of Natural Resources for a State Park Road Account Program grant of $1,569,500 for reconstruction of the Brighton Beach Lake access road.

The Brighton Beach road providing access to Lake Superior was in extremely poor condition before it was hit by three storms within the last year. This request will support relocation of 1,500 LF of road and reconstruction of about 3000 LF to improve a severely degraded roadway and create a new and safer road entrance in conjunction with a new, shared-use path that will connect the existing Lakewalk with the newly established bicycle lanes on Scenic Hwy 61.
