RESOLUTION APPROVING PROPOSED AMENDMENTS TO THE JOB SPECIFICATIONS FOR THE EXISTING APPOINTED DEPARTMENT HEAD POSITION OF DIRECTOR, PLANNING AND CONSTRUCTION SERVICES, INCLUDING A TITLE CHANGE TO DIRECTOR, PLANNING AND ECONOMIC DEVELOPMENT, AND SPECIFYING CONTRACT BENEFITS FOR SAME.

 

Body

CITY PROPOSAL:

RESOLVED, that the proposed amendments to the job specifications for the existing appointed department head position of director, planning and construction services, including a title change to director, planning and economic development (attached as Exhibit A), are approved; that said appointed position shall be subject to the city's collective bargaining agreement with its supervisory unit employees; and that pay range for said appointed position shall be Ranges 1135-1170, $7,209 to $10,919 per month.  The proper city officials are authorized to execute and implement an agreement with the union to provide for employing one unit member consistent with this resolution.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The existing appointed department head position of director, planning and construction services has been revised, including a title change to director, planning and economic development, as a result of combining two departments (business and economic development and planning and construction services) into one cohesive departmental work group (planning and economic development).  The combination of these departments will align the city of Duluth with major Minnesota cities in closely tying economic development and community planning staff to better serve the community.  In addition, it will encourage further reduction of red tape and better align efforts in high-impact customer areas.  In accordance with Article 8 of the city of Duluth supervisory association (CDSA) collective bargaining agreement, the pay range for appointed department head positions is Ranges 1135-1170, pay rate of $7,209 to $10,919 per month.
