CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to enter into an agreement with St. Louis County, substantially in the form of the attached Exhibit A, for the 2019 scrub seal project at various locations in the city of Duluth. The city’s cost is estimated to be $299,402.37, to be paid from Fund 440, Department/Agency 038 (Public Works and Utilities), Object 5530, St. Louis County project CP 0000-424407, Requisition 2019-99040, city project no. 1706.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with St. Louis County for the 2019 scrub seal project. The county is bidding a large scrub seal project and the city is adding work into their bid package to achieve a savings of scale. The city intends to place a scrub seal on portions of Ridgeview Road, Skyline Parkway, W First Street, Woodland Avenue, and Glenwood Street. A scrub seal is very similar to a chip seal, where asphalt emulsion and crushed rock are placed on a roadway to extend the roadway surface longevity. Rather than just spraying the emulsion, the scrub seal uses a series of brooms to ensure that the asphalt fills the cracks and voids in the road. The county will bid and administer the project, and the city will provide construction inspection on the city portion of the project. City project number 1706, St. Louis County project CP 0000-424407, funding from the Street System Maintenance Fund 290.
