CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to submit an application to the Minnesota Department of Natural Resources for a Transportation Alternatives Program grant of $600,000 to build segment III of the Cross City Trail from Irving Park to Keene Creek Park.
FURTHER RESOLVED, the city of Duluth has the legal authority to apply for the money, and financial, technical and managerial capacity to ensure proper planning and maintenance of the project.
FURTHER RESOLVED, the city will provide the twenty percent match through account 450-030-4210-01-CP450-CCITY-0675 (Capital Improvement Projects, Finance, Pass-thru Federal Grants-Capital, Cross City Trail Phase III).
FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Wayne Parson, City of Duluth Chief Financial Officer, 411 West First Street, Duluth, MN 55802.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes application to the Minnesota Department of Transportation for a Transportation Alternatives Program grant of $600,000 to build segment III of the Cross City Trail from Irving Park to Keene Creek Park. Construction of this trail segment will close the gap between the soon to be completed Heritage Center to Irving Park segment and the already completed Green Street to Zoo Segment as show in exhibit A. The City will provide a twenty percent local match for this project through a combination of Parks Fund and half and half tourism tax funds.
Completion of the Cross City Trail is a state and local transportation priority that will ultimately connect the Lakewalk to the Munger Trail and establish a paved, accessible bike and pedestrian pathway from one end of the city to the other. At the state level, the Cross City Trail will connect the Gitchi Gammi State Trail on the north shore to the Munger State Trail. Nationally, the Cross City Trail provides an off-road improvement to the US Bicycle Route 41 which travels 315 miles from Canada to St. Paul.
