RESOLVED, that the proper city officials are hereby authorized to execute an amendment, substantially in the form attached as Exhibit A, to agreement L30022 with TRC Environmental Corporation for additional professional engineering services for the Duluth lakewalk and shoreline restoration projects, for an increase of $225,122 and a new total not to exceed $767,888, payable as follows:

$157,585.40 225-125-1811-5310-STORM17 (Disaster Recovery Fund; Finance: Storm Surge; Contract Services; Storm Surge October 27, 2017)

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a second amendment to agreement L30022 with TRC Environmental Corporation (TRC) for additional engineering services in association with the October 27, 2017 storm (Storm I) and the April 10, 2018 storm (Storm II). Storm I and Storm II were declared state disasters eligible for state disaster reimbursement.

This amendment does not cover additional work attributable to the subsequent storm that occurred on October 10, 2018 (Storm III). Storm III is expected to be declared a federal disaster and FEMA has signaled that they may require the City to put out a new RFP for that work.

The original contract for Storm I damage assessment and cost estimation was put out for bid on November 3, 2017. The City received six bids and selected TRC. A first amendment to the contract was prepared in March of 2018 to cover final design, construction documents, bid support, and construction administration, only for Storm I repairs.
