RESOLUTION AUTHORIZING THE CITY TO ENTER INTO A JOINT POWERS AGREEMENT ESTABLISHING THE NORTHEST MINNESOTA EMERGENCY COMMUNICATIONS BOARD.

CITY PROPOSAL:

RESOLVED, that Minnesota Statutes Section 403.39 (Regional Radio Boards) provides that two or more counties or a city and one or more counties within a region defined in the statewide radio board's project plan, through action of their governing bodies, by adoption of a joint powers agreement, may establish a regional radio board to implement, maintain, and operate regional and local improvements to the statewide, shared, trunked radio and communication system; and

FURTHER RESOLVED, that regional radio boards have the responsibility for the planning, financing, development, design, construction, operation, management, control and administration of the regional enhancement to the statewide public safety radio and communications system (ARMER) in accordance with the Statewide Public Safety Radio Plan and the technical and operational standards of the Statewide Radio Board; and

FURTHER RESOLVED, that Aitkin County, Carlton County, Cass County, Cook County, Crow Wing County, Itasca County, Kanabec County, Koochiching County, Lake County, Pine County, St. Louis County, City of Duluth, City of Hibbing, City of International Falls, City of Virginia, Grand Portage Band of Chippewa, Leech Lake Band of Ojibwe, and Mille Lacs Band of Ojibwe wish to establish a regional radio board to be called the "Northeast Minnesota Emergency Communications Board" pursuant to Minnesota Statutes Section 403.39, subject to the adoption by each member's governing body; and

FURTHER RESOLVED, that the proper city officials are authorized to enter into a joint powers agreement substantially in the form of that attached hereto as Exhibit A, with Aitkin County, Carlton County, Cass County, Cook County, Crow Wing County, Itasca County, Kanabec County, Koochiching County, Lake County, Pine County, St. Louis County, City of Dulu...
