RESOLUTION AUTHORIZING PROPER CITY OFFICIALS TO ACCEPT A GRANT FROM THE U.S. DEPARTMENT OF JUSTICE, BUREAU OF JUSTICE ASSISTANCE IN THE TOTAL AMOUNT OF $1,000,000 AND FURTHER AUTHORIZING AN AGREEMENT WITH ST. LOUIS COUNTY, PROGRAM FOR AID TO VICTIMS OF SEXUAL ASSAULT AND EMILY GAARDER PHD FOR THEIR PARTICIPATION IN THE 2018 SAKI PROJECT: CITY OF DULUTH AS PART OF THE NATIONAL SEXUAL ASSAULT KIT INITIATIVE.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to accept a grant from the Department of Justice, Bureau of Justice Assistance, in the amount of $1,000,000, and to execute a grant agreement substantially the same as the attached Exhibit B.
FURTHER RESOLVED, that the proper city officials are hereby authorized to execute a partner agreement, substantially the same as the attached Exhibit C, with St. Louis County, Program for Aid to Victims of Sexual Assault, Inc. (PAVSA), and Emily Gaarder PhD for their participation in the project to address the backlog of unsubmitted sexual assault kits; revenue to be deposited in Fund # 215-200-2224-4209-02 (Duluth Police Grant Programs, Police, 2018 SAKI Project, Direct Federal Grants Operating) and Expenses to be taken from Fund # 215-200-2224-5447 (Duluth Police Grant Programs, Police, 2018 SAKI Project, Payment to Other Govt. Agencies), Fund # 215-200-2224-5319 (Duluth Police Grant Programs, Police, 2018 SAKI Project, Other Professional Services), Fund # 215-200-2224-5331 (Duluth Police Grant Programs, Police, 2018 SAKI Project, Travel/Training), and Fund # 215-200-2224-5700-10 (Duluth Police Grant Programs, Police, 2018 SAKI Project, Interfund Transfers Out to General Fund).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the proper city officials to accept a grant whose budget is attached as Exhibit A in the amount of $1,000,000 from the Department of Justice, Bureau of Justice Assistance to support a multidisciplinary community response to reform jurisdictions’ approaches to sexual assault cases resulting from evidence found in previously unsubmitted sexual assault kits (SAKs). This is a new grant that covers a three-year period from October 1, 2018 through September 30, 2021 with the City as the fiscal agent. The City’s partners under the grant include St. Louis County, Program for Aid to Victims of Sexual Assault, Inc. (PAVSA) and Emily Gaarder PhD. The services to be provided under the grant are more fully set forth in the grant documents and the Agreement between the City and its grant partners.
