RESOLUTION AUTHORIZING ACCEPTANCE OF A MINNESOTA DEPARTMENT OF EDUCATION LIBRARY CONSTRUCTION GRANT OF $88,200.00 FOR CONSTRUCTION OF FIRST FLOOR BATHROOMS AT THE DULUTH PUBLIC LIBRARY.

CITY PROPOSAL:

RESOLVED, the proper city officials are hereby authorized to enter into an agreement substantially in the form of Exhibit A to accept a Library Construction Grant from the Minnesota Department of Education for construction of first floor bathrooms at the main library.

 

FURTHER RESOLVED, the City of Duluth has the legal authority to apply for the money, and the financial, technical and managerial capacity to ensure proper construction, operation, and maintenance of the project.

 

FURTHER RESOLVED, the City of Duluth owns the property and building, and will follow the assurances in the grant application and comply with grant requirements.

 

FURTHER RESOLVED, the city of Duluth will provide a 1:1 match from fund 450-030-5520-CP2019-1909B (Capital Improvement Projects; Finance; Buildings and Structures; 2019 CIP, Main Library Bathrooms).

 

FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Wayne Parson, City of Duluth Chief Financial Officer, 411 West First Street, Duluth, MN 55802.

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes an application to the Minnesota Department of Education for a Library Construction Grant of $88,200.00 to remodel existing space for the creation of a new centrally located bathroom facility near the main entrance of Duluth Public Library’s downtown location. Existing restrooms are not adequate for building occupancy; new restrooms will include men’s, women’s, and all-gender restrooms that meet accessibility standards and expand availability of restrooms. Total project cost is $250,000 (2019 CIP); grant will reimburse $88,200.
