RESOLUTION AUTHORIZING THE PROPER CITY OFFICIALS TO EXECUTE A MEMORANDUM OF UNDERSTANDING AND ANNEX AGREEMENTS WITH THE FEDERAL BUREAU OF INVESTIGATION (FBI) FOR THE DULUTH POLICE DEPARTMENT TO PARTICIPATE IN THE MINNEAPOLIS CHILD EXPLOITATION TASK FORCE AND FURTHER AUTHORIZING THE ACCEPTANCE OF REIMBURSEMENT MONIES FROM THE FBI FOR OVERTIME EXPENSES.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute a memorandum of understanding, substantially the same as the attached exhibit A, with the Federal Bureau of Investigation (FBI), allowing the Duluth police department to participate in the Minneapolis child exploitation task force.
FURTHER RESOLVED, that the proper city officials are hereby authorized to execute a vehicle use agreement, substantially the same as the attached exhibit B, for the use of an FBI leased vehicle.
FURTHER RESOLVED, that the proper city officials are hereby authorized to execute a cost reimbursement agreement, substantially the same as the attached exhibit C, setting forth the terms and conditions of overtime expense reimbursement.
FURTHER RESOLVED, that the proper city officials are hereby authorized to accept funds from the Federal Bureau of Investigation pursuant to the terms of the memorandum of understanding and the cost reimbursement agreement, for reimbursement of Duluth police officer overtime expenses incurred in connection with task force activities, said funds to be deposited in fund number 215-200-2227-4209-02 (Duluth police grant programs, police, Mpls. child exploitation task force (FBI), direct federal grants operating) and expenses to be paid from fund number 215-200-2227-5700-10 (Duluth police grant programs, police, Mpls. child exploitation task force (FBI), interfund transfers out to general fund).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the proper city officials to execute a memorandum of understanding (MOU), a vehicle use agreement and a cost reimbursement agreement with the Federal Bureau of Investigation (FBI) for the Duluth Police Department to participate in the Minneapolis Child Exploitation Task Force. The mission of the task force is to provide rapid, proactive, and intelligence-driven investigative response to the sexual victimization of children and other crimes against children within the FBI’s jurisdiction. This resolution further authorizes the city of Duluth to accept monies from the FBI to reimburse the Duluth Police Department for overtime expenses incurred by the Duluth police in participating on the task force. In addition, this resolution authorizes the Duluth police department to accept a leased vehicle from the FBI for use in connection with task force activities.
