CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to contract with Berry Dunn McNeil & Parker, LLC dba BerryDunn, (“BerryDunn”) for professional services in conducting an organizational assessment of the Duluth Police Department for an amount not to exceed $88,148, payable from fund 110-160-1610-5319 (General, Police, Administration and Investigation, Other Professional Services).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes a contract with BerryDunn for professional services in conducting an organizational assessment of the Duluth Police Department for an amount not to exceed $88,148.

 

The organizational assessment will include comprehensive review of the entire Department, including operations, resources, policies, equipment, fleet, training, complaint resolution and organizational culture. The goal of the assessment is to identify ways that the Duluth Police Department can maximize efficiencies with current resources, and to develop a detailed plan to address staffing for both sworn and civilian positions.

 

The purchasing division issued a Request for Proposals on January 14, 2019 and received four responses.  The proposals were evaluated by city staff and based on the qualifications and experience of the firm and its staff, the firm’s recent experience performing similar assessments, and proposed cost. The proposal submitted by BerryDunn received the highest technical score and had the lowest cost.
