RESOLUTION AUTHORIZING APPLICATION TO THE LOCAL ROAD IMPROVEMENT PROGRAM TO RECONSTRUCT LAKE AVENUE FROM THE AERIAL LIFT BRIDGE TO S 13TH STREET.

CITY PROPOSAL:
RESOLVED, that the mayor and clerk are hereby authorized to apply to the Minnesota Department of Transportation for a grant from the Local Road Improvement Program in the amount of $1,000,000 for funding for the reconstruction of a portion of Lake Avenue from the Aerial Lift Bridge to S 13th Street and to act as legal sponsor of said project;
FURTHER RESOLVED, that the City has the legal authority to apply for financial assistance, and the institutional, managerial and financial capability to ensure adequate project administration;
FURTHER RESOLVED, that the City hereby commits to provide the local share;
FURTHER RESOLVED, that the City has not violated any federal, state or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest, or other unlawful or corrupt practices;
Statement of Purpose
STATEMENT OF PURPOSE: This grant application in the amount of $1,000,000 represents a significant share of the $2,854,096 estimated street cost associated with the reconstruction of Lake Avenue from the aerial lift bridge to S 13th Street. If a grant is awarded, improvements could include sidewalk construction of a shared use path and new bituminous pavement. If the grant is received, funding for the City’s share of costs would need to be secured for construction in 2021.
